Subject: Follow-up re Global Tel contract

Dear Ms. Breisler,
Thank you for speaking with me this morning. Attached is the 2007 contract renewal we
have for the state's inmate phone contract with Global Tel*Link. Although it references a
commission, the commission rate is not stated. According to the original 2000 contract,
the commission rate at that time was 40-44% (option 8). I would like to know whether
that rate was still in effect at the time of the 2007 renewal of contract no. 433708, or if
not, what the commission rate was at that time.

Further, the rate structure in the attached document is just a bit unclear, as I'm not sure
whether the "surcharge" column under the debit call rates applies both to debit and collect
calls. The debit rates have two columns labeled No Surcharge and Surcharge. It appears
the collect call rates are $1.05+.05/min. local, $3.00+$.13/min. intraLATA,
$3.00+$.23/min. interLATA, and $3.95+.89/min. interstate, but I would like to verify
that.
No surcharge for debit
Lastly, I understand the state has since entered into a new contract (442859) for inmate
phone services effective April 2010. We would like to obtain a copy of that contract, if
possible, to determine the current inmate phone provider, phone rates, and commission
rate.
