Thank you for responding to my request regarding corrections contracts and associated information. I have had a chance
to look over the documents and I appreciate the thorough response to my request.
After looking through the documents, I have one lingering question that I am hoping you or someone from your
department can help me with. The question is in regards to my request for calling rates. In the attached document
(Attachment 1), the Telecommunications Contract Change Request Form, signed on 2/2/11, lists a new debit calling rate;
the following page titled “Inmate Telephone Contract Rates” lists call rates for collect, prepaid, and debit calls. So I am
assuming those are the rates for 2011 – the present.
The prepaid/debit rates from 2009‐January 2011 were as follows.

Prepaid rates were put onto the sheet with the collect and debit rates in error. Prepaid and Debit are actually the
same and the Prepaid rates listed on the sheet were actually the old Debit rates prior to February 2011.
I looked through the documents trying to find rates for the years 2009 and 2010, and the most recent rate info I could find
(prior to the aforementioned documents) is from RFP #2005-081-011 (also attached). Can you confirm that the rates in
this RFP are the rates that were in effect until the debit change in Feb. 2011?

To the extent that your request for “If not included in the contracts, the fees charged to set up and pay for phone calls,
debit and collect, from prisoners” implicates the contract with Global Tel Link Corporation granted above, your request is
granted. As stated above, this contract is available on the Department of Treasury’s website at the following web
