I am being told that you are interpreting the contract incorrectly.   
 
It is NOT 40% commissions on gross revenue in addition to $200,000, but GTL provides 40% of its commissions on gross 
revenue up to $200,000 to pay for SAVIN (item #30 on page 4 of S1 attachment). 
 
GTL is not required to provide its current gross revenue sales, therefore PSD is not in possession of this information.

The contract obtained from the site states (per page 1 of Attachment – S2) that GTL will provide commissions to the 
State of 40% of gross revenue in addition to that $200,000, however. Given that HRDC has no knowledge of the levels of 
gross revenue, we therefore have no knowledge of the total amount of money that 40% would represent and we are still 
in request of documents responsive to this public information.  Please advise if these documents will be provided.

According to procurement staff, the contract specifies that the commission is $200K payable directly to the Statewide 
Automated Victim Information and Notification system (SAVIN).   
 
Your inquiry related to contracts between Core Civic and a system needs to be directed to Core Civic.

Thank you; we have obtained the contract now. However, we are still in search of the other components of this request, 
which are unavailable from the site. Specifically, we are looking for payments from GTL to the State of Hawaii or any 
pertinent agency which were received as a result of this contract (or any amendment thereof). Such payments are 
sometimes referred to as commissions, and responsive records could include invoices to or from GTL for monthly 
commissions paid to the DOC. Pursuant to our request, we are also seeking documentation of current phone rates in use 
in facilities in Hawaii or contracted by Hawaii to house citizens of Hawaii, such as the Saguaro facility in Arizona. 
 
Please let me know if additional clarification would be helpful for completion of this request.

Attached, please find an open records request from the Human Rights Defense Center; the text of this request is

Re:         Request for Phone Contracts and Payments 
 
The Human Rights Defense Center (HRDC) makes this request pursuant to HRS Chapter 92F, Hawaii Revised Statutes. 
 
We are requesting the following documents regarding telephone services: 
 
1. All contracts or other agreements, including all exhibits, addenda and extensions, between DPS – Corrections 
Division and any provider of telephone services for use by prisoners or other detainees that are currently in 
effect. 
 
2. Documents detailing all payments received by DPS – Corrections Division from any telephone service provider, 
or on behalf of any telephone service provider, from January 1, 2015 to present.

3. Documents detailing rates for telephone calls made by prisoners or other detainees of any DPS – Corrections 
Division facilities that are currently in effect.  
 
4. Documents detailing all fees related to use of telephone services by the prisoners or other detainees of any DPS 
– Corrections Division facilities that are currently in effect. This request specifically includes all ancillary fees 
incurred by people who accept calls from prisoners or other detainees, including fees related to prepaid phone 
accounts.  
 
HRDC is a nonprofit organization and the requested records will be used for the benefit of the public through our non‐
commercial news reporting, and will contribute significantly to public understanding of government operations and 
activities at the Hawaii Department of Corrections. Given this public benefit, we request a waiver of all fees. 
 
Pursuant to Chapter 92F, Hawaii Revised Statutes, HRDC requests a summary of any applicable charges be provided 
before any copies are made.  
 
If this request is denied in whole or part, please justify all denials by reference to specific exemptions. If any records 
responsive to this request are denied in part, we expect the release of all segregable portions of those records. 
Additionally, please outline any administrative appeals process available.
